Remarks by H.E. Ma Zhaoxu, Deputy Minister of Foreign Affairs, at the High-Level Meeting on Global AI Governance

大家下午好！很高兴出席人工智能全球治理高级别会议，同大家围绕“智能时代 同球共济”这一主题进行交流。
Good afternoon! I am delighted to attend the high-level meeting on global AI governance, and exchange views on the theme “Global Solidarity in the AI Era.”
2023年，中国国家主席习近平提出《全球人工智能治理倡议》，为人工智能全球治理擘画蓝图、指明方向。《倡议》指出，人工智能对经济社会发展和人类文明进步产生深远影响，给世界带来巨大机遇，也伴随着难以预知的风险挑战，攸关全人类命运，是世界各国面临的共同课题。在今天上午的开幕式上，中国国务院总理李强阐释了中方有关推进人工智能发展和治理的看法、主张和举措，展现了中方致力于开展人工智能国际合作的鲜明态度和坚定决心。
In 2023, President Xi Jinping put forth the Global AI Governance Initiative, providing a blueprint and direction for global AI governance. The initiative points out that AI has exerted profound influence on socioeconomic development and the progress of human civilization, and brought to the world huge opportunities alongside unpredictable risks and challenges. The governance of AI bears on the future of humanity, and is a common task faced by all countries in the world. At the opening ceremony this morning, Premier Li Qiang of the State Council further elaborated on China’s views, propositions and measures on the development and governance of AI, demonstrating China’s clear-cut attitude and firm commitment to international AI cooperation.
当今世界正在经历百年未有之大变局，全球治理处于重要的十字路口，单边主义、霸权主义、保护主义持续冲击以联合国为核心的国际体系和以国际法为基础的国际秩序。今年是联合国成立80周年。面对智能时代的各种机遇和挑战，各国应秉持人类命运共同体理念，坚持以人为本、智能向善、公平普惠、协同共治等原则，加强人工智能全球治理和国际合作，真正做到利益共生、权利共享、责任共担。
The world today is experiencing great changes unseen in a century. Global governance is at an important crossroads. Unilateralism, hegemonism and protectionism continue to impact the U.N.-centered international system and the international order underpinned by international law. This year marks the 80th anniversary of the founding of the U.N. Facing the various opportunities and challenges of the AI era, all countries should uphold the vision of building a community with a shared future for humanity, stay committed to the principles of people-centered approach, AI for good, fairness, inclusiveness and collaborative governance, and work to strengthen global AI governance and international cooperation, so as to ensure common interests, common rights and common responsibilities.

去年，联合国未来峰会通过《全球数字契约》，联合国大会协商一致通过中国提出的“加强人工智能能力建设国际合作”决议。日前，金砖国家领导人就人工智能全球治理专门发表声明，发出了全球南方的共同呼声。这些都为我们构建具有广泛共识的人工智能全球治理框架奠定了良好基础。
Last year, the U.N. Summit for the Future adopted the Global Digital Compact, and the U.N. General Assembly adopted by consensus the resolution proposed by China entitled “Enhancing International Cooperation on Capacity Building of AI”. Recently, BRICS leaders specifically issued a statement on global AI governance, sending a unified message of the Global South. All this provides us with a good basis to build a broadly agreed global AI governance framework.
中国人常讲，知行合一，行胜于言。本次大会发布的《人工智能全球治理行动计划》，旨在将国际社会就人工智能发展治理达成的诸多重要共识转化为具体行动。《行动计划》广泛吸收各国人工智能治理的有益实践经验，以促进发展应用和确保安全可控为目标，强调尊重主权和公平普惠等原则，重视应对能源环境问题，呼吁开展国际合作和协同治理，将对人工智能全球治理产生积极推动作用。在此，感谢各国对《行动计划》的通过作出的重要贡献。
As we Chinese often say, actions should match words, and actions speaks louder than words. The Global AI Governance Action Plan released today aims to translate the important consensus of the international community on AI development and governance into concrete actions. Drawing extensively on the useful experience of countries in AI governance, the Action Plan aims at promoting the development and application of AI while ensuring its safety and controllability. It upholds the principles of respect for sovereignty, fairness and inclusiveness, highlights the need to address energy and environmental issues, and calls for international cooperation and collaborative governance. This Action Plan will play a positive role in advancing global AI governance. We thank all countries for their contributions to its adoption.

今天上午，中国国务院总理李强代表中国政府倡议成立世界人工智能合作组织。这是中方坚持践行多边主义、推动共商共建共享全球治理的重要举措，也是中方响应全球南方呼声、助力弥合数字和智能鸿沟、促进人工智能向善普惠发展的实际行动。我们期待世界人工智能合作组织作为重要的国际公共产品，实现以下目标：
This morning, on behalf of the Chinese government, Premier Li Qiang of the State Council announced the proposal to establish the World AI Cooperation Organization (WAICO). This is a significant step by China to practice multilateralism and advance global governance featuring extensive consultation and joint contribution for shared benefit. It is also a practical action to respond to the calls of the Global South, help bridge digital and AI divides, and promote the development of AI for good and for all. As an important international public good, we expect WAICO to accomplish the following goals.
一是深化创新合作，释放智能红利。中方愿同各国分享中国式现代化带来的广阔机遇，将世界人工智能合作组织打造成供需对接平台，破除妨碍世界各国间生产要素流动的壁垒，促进中国同各国以及世界各国之间的人工智能务实合作，让人工智能的无限潜力充分释放，实现共同发展、共同繁荣。
First, deepening cooperation on innovation to unleash the AI dividend. China is ready to share the vast opportunities brought by Chinese modernization with countries around the world, build WAICO into a platform connecting supply with demand, break down barriers to transnational flow of production factors, and promote practical cooperation on AI between China and other countries, as well as among all countries, so as to fully unleash the infinite potential of AI and realize common development and common prosperity.
二是推动普惠发展，弥合智能鸿沟。中方将以世界人工智能合作组织为平台，持续推进落实“加强人工智能能力建设国际合作”联大决议和《人工智能能力建设普惠计划》，帮助全球南方国家加强能力建设、培育人工智能创新生态，确保发展中国家在智能化浪潮中平等受益，推动落实联合国2030年可持续发展议程。
Second, promoting inclusive development to bridge the AI divide. With the platform provided by WAICO, China will continue to promote the implementation of the U.N. General Assembly resolution on “Enhancing International Cooperation on Capacity Building of AI” and the AI Capacity Building Action Plan for Good and for All proposed by China, so as to help Global South countries enhance capacity building and foster an ecosystem for AI innovation, ensure that all developing countries benefit equally from AI advancement, and promote the implementation of the U.N. 2030 Agenda for Sustainable Development.
三是加强协同共治，确保智能向善。中方将依托世界人工智能合作组织，加强各国之间发展战略、治理规则、技术标准的对接协调，在充分尊重各国政策和实践差异性的基础上，逐步形成具有广泛共识的人工智能全球治理框架和标准规范，确保人工智能始终沿着人类文明进步的方向发展。
Third, strengthening collaborative governance to ensure AI for good. China will leverage WAICO to promote connection and coordination of countries’ development strategies, governance rules and technical standards, and on the basis of fully respecting diversified policies and practices of countries, gradually form a broadly agreed global AI governance framework as well as standards and norm, to ensure that AI develops in alignment with the advancement of human civilization.
中方倡议成立世界人工智能合作组织旨在加强人工智能领域的国际合作。我们初步考虑该组织总部设在上海，希望利用中国特别是上海人工智能先发优势，凝聚国际共识，促进务实合作，让人工智能真正造福全人类。
China’s proposal of the establishment of WAICO is aimed at promoting international cooperation on AI. We are currently considering having its headquarters in Shanghai. Our hope is to leverage the first mover advantage of China, especially Shanghai, in this field, to build international consensus, promote practical cooperation, and make AI truly beneficial to all humanity.
我们将秉持共商共建共享的理念，同有意愿加入的国家共同探讨相关安排。包括尊重主权原则，坚持平等相待，支持各国结合自身国情开展人工智能合作。遵循联合国宪章宗旨和原则，支持联合国发挥人工智能治理主渠道作用，为联合国及其相关机构的努力提供有益补充。采取开放包容的态度，践行真正的多边主义，通过世界人工智能合作组织进一步凝聚共识、促进合作。
We will firmly uphold the principle of extensive consultation and joint contribution for shared benefit and discuss relevant arrangements with countries interested in joining the Organization. We will respect the principle of sovereignty, uphold equality, and support countries in pursuing AI cooperation in light of their respective national conditions. We will follow the purposes and principles of the U.N. Charter, support the role of the U.N. as the main channel in AI governance, and complement the efforts of the U.N. and its relevant specialized agencies. We will stay firmly committed to an open and inclusive approach, practice true multilateralism, and build greater consensus and advance cooperation through WAICO.
中方热忱欢迎有诚意、有意愿的国家积极参与世界人工智能合作组织的筹备工作，共同推进人工智能全球治理和国际合作！
China warmly welcomes the participation of all countries who are sincere and willing in the preparatory work for establishing WAICO and in jointly advancing global AI governance and cooperation.
